With Delhi's new liquor policy set to take effect from July 1, both consumers and store owners will see significant changes. After multiple extensions since September 2022, the current policy will be replaced with a new policy that is focused on improving availability, improving transparency, and the overall consumer experience.
A big concern that remains unresolved is the ongoing unavailability of popular liquor brands because of a standing ban on certain blacklisted companies. As a result, many residents are going to neighboring states, like Haryana and Uttar Pradesh, and purchasing liquor there, resulting in a large loss in revenue for Delhi. In response, the government is contemplating the option of licensing private players to open bigger and better-equipped liquor outlets, particularly in malls and premium areas.
There have also been discussions about increasing retail margins on certain brands to entice broader stock availability. The new policy will improve clarity and safety for consumers through digital billing, quality inspections of goods imported into the jurisdiction, and more structured record keeping. While the authorities are proceeding with the initiatives, their commitment to support marginalized people and consideration to social responsibility remains firm.
The draft policy has been prepared by a high-level committee, and is currently out for consultation, and then will be presented to the cabinet for final approval.
